The most important thing is to make an on time application; it will be irrelevant when you move(d) if you applied after October 31st in the first place. You must apply through the LA in which you are resident at the time - realistically, at this point in time, this will be wherever you live now, unless you are literally packed and ready to go with an address somewhere in SS0 - SS9 to move to? You would have to be on the move pretty quickly, anyway, in order to have the requisite proof available by the deadline. Once you have moved, your new home LA will take over the application.
N.B. some of the priority area postcodes for the Southend grammar schools - part of SS3 and all of SS4 - SS8 inclusive - are administrativeky in Essex, not Southend, so if you currently live in the Essex CC area, there won't be a change of LA.
