This is very unlikely to be the case - the spots at the bottom of the class tend to be taken by those students who have been relentlessly tutored for the months and sometimes years preceding the exam, leading them to comfortably qualify for their chosen school, and go on to struggle as the tutoring then almost without question will cease.
