That may be so, but it appears that some do indeed over offer in March each year - sometimes there are admin errors that have led to people being missed off the original allocation and have to be allocated within days and also in some cases it appears to be policy (via comments to parents from admissions staff) to over offer a bit as they know that many will decline.
No state school is able to offer more places than they have in the hope that some will drop off.
Every school has a PAN, published admission number, and that is the number of places they can offer.
The only time a school has to go over PAN is if they have students who win appeals for places at the schools.
The truth is that we really don't know what the numbers are in those first few weeks until the waiting lists are compiled and we (or don't see) some movement
